Are blinds & shutters zero rated on new builds?

HMRC are now accepting manual blinds and shutters as building materials. This means, if it’s a new build and they are supplied and fitted, if the supplier is vat registered, they should be zero rated VAT. If it’s a conversion, the supplier should charge 5% VAT, if VAT registered and the 5% then included in your VAT reclaim and if bought from a store, you pay the 20% and the 20% gets reclaimed in your VAT431 DIY Reclaim.
